You can walk into a well-funded suburban school on any Tuesday morning and see rows of kids with their heads down and their fingers moving across tablets. There is a kind of useful quiet in the classroom. Take a twenty-minute drive in the wrong direction, toward the underfunded district, the rural stretch, or the overcrowded school in the city, and the picture changes. It’s possible that the tablets are also there. The Wi-Fi stops working, though. You can use any of the devices. Also, the teacher hasn’t had any training in two years.
This is where people who spend a lot of time in front of screens live their separate lives. Not in a big policy fail that makes the news, but in the small differences that build up between how one child learns digitally and how another child learns.
For years, the push for digital and tablet-based learning has been getting stronger, and there are good reasons for it. Japan has been seen as a model of school discipline for a long time. They just recently announced that by 2030, digital textbooks will be used in all of their schools across the country. The goals that have been set, like lighter backpacks, more personalized learning, and better access for students who are learning from home, make sense. The benefits in theory are hard to argue against when a student can watch a lesson again, change the font size, or get to content in their own language. But theory and what happens in the classroom don’t always match up.
When a new piece of educational technology is used by a lot of people, a pattern starts to show up. Rich schools are the first to use it, adapt it best, and build their systems around it. Schools with less money get the same hardware, and sometimes it comes from the same government program. However, they don’t get the same support. The gadget shows up. It’s not in the training. We don’t have enough bandwidth. So, what was sold as an equalizer ends up being just one more thing that sets students apart based on where they live and how much their parents make.

Things might not be wrong with the technology after all. If you go to a school with good IT support, trained teachers, and stable internet, a tablet with adaptive software is a really great way to learn. If you don’t have broadband at home or if the teacher is already busy in the classroom, that same tablet will not work the same way. The device is the same. The end result isn’t.
It’s also interesting to look into how screen time is handled differently for people with different amounts of money. Researchers have found over and over that kids from low-income families spend more time in front of screens, which is often seen as a problem. In richer schools, on the other hand, screen time that is presented as “educational” is praised. People think that the difference is more important than it really is, especially when the so-called educational software is badly made, boring, or used instead of real instruction to help it along.
This doesn’t mean that the move toward digital learning is a bad thing. It’s probably not, though. Accessibility benefits for students with disabilities, flexibility for working families, and the possibility of truly personalized pacing are all important steps forward. Japan has a hybrid model that lets local school boards choose between fully digital, fully print, or a mix of the two. This shows that the government is aware that one method won’t work everywhere. Most national plans to use technology in schools fail to take that flexibility into account.
At this point, it’s not clear whether policymakers in most countries are willing to spend money on the things that make digital learning work, like the devices themselves, the connections, the training for teachers, the upkeep, and the ongoing support. The cheap part is giving a student a tablet. Its real cost and real value are in everything else around it.
